Lovely paint job, no doubt. The only thing that doesn't quite sit with me is the freehand. It seems a bit kinda stuck on, like it doesn't match the mini. I've seen a lot of eldar, especially vehicles, which are covered in blingswoosh. Occasionally it's done tastefully, but more often than not its just bling for bling's sake. The back of the cloak kind of smells a bit like that, if you know what I mean. No disrespect to the artist - it's bloody good freehand. It just doesn't quite gel with the eldar feel, in my opinion. (which can, as always, be disregarded)

*edit* to clarify - I don't like the dragon picture. The NMM runes around the edge of the cloak, and the rune on his hat are spot on, and very appropriate.

While the freehand is over the top, I like it, and I don't always like gratuitous freehand (though I am very envious of those who can do it). I mean, if the Eldar can't have mystical pictures of planets and freakin' water dragons on their capes, who can? :D

The cape certainly needed something. Compared to the rest of the model it would have been a let down if it had been left blank. Does it need to be a big stonking dragon thing? Maybe not, but it is fairly cool all the same.
