Colours. These are colours. Used well.
Kiril Kanaev, somewhat obviously. Holy cow the man can paint. His style gets closer and closer to a classical artist every time I see a new piece by him.

I'm assuming that this is some zenithal, oil shaded, wet blended non-non-metallic metal effect? (Or do you just have a very poor opinion of the painting talent on this forum?)

It's NMM, yes. Regular paints, I believe. Painted using only white and black paint, with probably a smidgeon of blue for interest. Essentially, despite looking a lot like one, it is not, in fact, a teeny tiny real polished metal bucket.
*Edit* bleurgh. When you zoom in there's yellows and purples in there too. I have no idea how you'd even start to think about painting something like that.
