So apparently this year's Worlds tournament is in Chiba, on December 6 (?).

1) Where is Chiba?

2) Who's going, if anyone?

Chiba is about an hour east of Tokyo by train (normal train, not Shinkansen).

And if it's there, I'll probably go.

Not me, thanks. I dabbled briefly in Magic a couple of years or so ago, got quite into it, and was then told in no uncertain terms that the "little plastic men were OK, but if I see those cards again we're getting a divorce".

And that was the end of that...

I havent played properly in 7 years, though I do have a huge stash of cards in my room somewhere. I dont intend to buy any more or play in a serious event.

deck building.

That's cause you never got her to build her own deck.
She'd have been hooked

the part that killed my MTG game was when they changed the rules to the point where I could not play it with the card I have.

They only changed the tournament rules and they do THAT every year.
You can still play MtG with any of the cards published for it. It is still the same game system.

True but the core rules have been changed from when I stopped playing 15 years ago.. now I hit with new things like haste other strange rules I got back in to it for a few months in 2004 and found that I most of the cards I use no longer function in the way they did long ago...
