This is a thread to summarize and clarify what rules will be in effect for the games of the 40K tournament. The answer is basically "all of them," but as they're getting a bit spread out as the game matures, I thought it would be helpful to clarify.

Note also that there should be a third "Big FAQ" out in spring before the event. Unless the beta rules and new matched play rules in that are really hugely game-changing, expect them to be in play for the event.

Matched Play Rules from Chapter Approved 2018
Battle Brothers: Detachments cannot be "unified" using the Chaos, Imperium, Aeldari, Ynnari or Tyranid keywords.
Boots on the Ground: Units with the Flyer battlefield role (NOT keyword) can never control objectives.
Limits of Command: The Command Re-roll stratagem cannot be used to re-roll Mission dice rolls: rolls made before the battle begins (such as those determining first turn or deployment zone), rolls made at the end of the battle round (such as those determining if the battle ends), or rolls that determine how many victory points are awarded.
Psychic Focus: With the exception of Smite, each psychic power can be attempted only once per turn. Smite can be cast multiple times, adding +1 to the warp charge roll for each attempt made previously (except for Grey Knights and Thousand Sons).
Strategic Discipline: The same stratagem cannot be used by the same player more than once during any single phase.
Targeting Characters: Other Characters are ignored when determining whether a given Character with a Wounds characteristic of less than 10 can be targeted.
Understrength Support: Understrength units can only be included in Auxiliary Support detachments.

Rules from FAQ 1
We'll follow the Organized Event Guidelines laid out in the FAQ for 1000-point games, to wit:
Number of detachments: up to 2
*Note that auxiliary support detachments, super-heavy auxiliary detachments, fortification networks, etc. - every kind of detachment on pages 243-245 of the rulebook - are detachments for this purpose.
*Note too that anything bought with reinforcement points (summoned daemons, the single assassin you can set aside points for, etc.) are not "in a detachment" and so do not count against this.
Number of times each datasheet can be included: up to 2
*Note that this is each datasheet, which may well allow multiple models to be fielded. Also that Troops or Dedicated Transports do not have this restriction.
If you're planning on fielding an all-whatever-Dark-Eldar-are-called army, let me know! They have different rules for CPs and detachments, so we ought to be able to work something out to let you use that - at the time of this writing I haven't looked at said rules so haven't really thought about it.

Tactical Reserves: At least half of the points value of your army must be set up on the table. Units not placed on the table during deployment cannot arrive during the first battle round. Any unit that has not arrived on the table by the end of the third battle round counts as being destroyed. (Note that in the FAQ errata follow for the "deep strike" stratagems for Raven Guard, Alpha Legion, Stygies VIII, and Eldar Rangers. Please check 'em!)
Prepared Positions: The player who has the second turn in the first battle round has access to the "Prepared Positions" stratagem - see the FAQ, but it lets all your units get cover during the first battle round.
Tactical Restraint: Each player can only gain or have refunded a total of one command point per battle round from rules that allow them to do so, regardless of the source. (Note that there are a couple clarifications and exceptions, especially for abilities of this type that cost more than 1 CP to use. Please check 'em!)

Bolter Discipline: Space Marines and Chaos Space Marines get Bolter Discipline: Rapid Fire bolt weapons can fire twice all the way out to the weapon's full range if the unit did not move in the movement phase, or always if they are Terminators, Centurions, Bikers, or Vehicles.

I'll update this post when the FAQ drops!

Oh, also Battlefield Terrain from CA2018:

Craters: Infantry units entirely within a crater get cover. If one or more models move across a crater during a charge, subtract 2" from the unit's charge distance.

Barricades: If a target Infantry unit has all of its models within 1" of a barricade, the target unit gets cover if the barricade is between the shooting model and the target and the target is at least partially obscured. Units can Fight across barricades even if the physical distance between them is greater than 1" - the normal distance is increased to 2".

Woods: Infantry units entirely on the base of a wood (or within agreed-upon boundaries of the wood if it doesn't have a base) get cover. Units not entirely on the base, or not on the base at all, get cover if every model in the target unit is at least 50% obscured. Charging models are slowed as per Craters.

Ruins: Only Infantry, Beasts, Swarms, and units with Fly can be set up or end their move on the upper floors of ruins. Cover and charge penalties as per Woods.

Obstacles: This means things-like-tank-traps for Vehicles and Monsters, and things-like-razorwire for anything else. Units Advancing or Charging over obstacles must halve their Advance or Charge distance, rounding up.

There's also rules for specific bits of terrain like servohaulers, plasma conduits and such - if you plan on bringing any, take a look at the rules.

Regarding flying models: are going to follow the FAQ 2 rules for charging with these units? (The rule which states that we have to measure horizontal + vertical distance for the charge distance rather than the diagonal distance.)

- And no, I am not looking to do the cheating method people were using before this rule :D

Yeah, and odd as it is, we'll be doing RAW for things like (not that it's likely to come up, but) Knights fighting things in buildings - all measurements base to base, including vertical distance.
