I use OCN as an ISP, through NTT West Flet's Hikari (both are needed - NTT owns the cables, I think).

NTT has an English phone help to set everything up. The initial cost of installation can be a bit high (around 16000 yen), but it works fine, and costs around 4200 a month for the combined services.
