I agree that it's not very clear.

In my opinion from reading the IG entry:

For veterans I would suggest the Sergeant be 0-1 like the other units.

For infantry squads, you need 9 regular guardsmen before you can buy a sergeant. (So the 10th, 20th, 30th models are sergeants)

You can buy guardsmen from the platoon command squad, but you dont need to buy the officer.

Because they dont have any rules saying different, all special weapons are limited to 2. The Killzone Rules say that you can only have 2 regardless of your codex entry.

Rather ironic, given that we hardly used Overwatch when it was in the 40K rules. Nostalgia's a funny thing, isn't it?

Yep. Any weapon that carries a 'heavy' designation is limited now, not just ones you purchase separately . And the BS increase has gone the way of the dinosaur. I was actually going to do a similar list to the one you brought to mine that time but the new rules soon burst that bubble :(
