About Chaos Marine fast attack units...well, I`ll defend Badruck a bit because Chaos Spawn do suck a whole lotta ass (if only they were 20 points each). I can`t tell you how many times they`ve simply died to taking wounds with fearless and no armor save.
Raptors can fit in some armies - if you don`t have a strong mech theme. But they are pricey and make you wince every time they fall to lasgun fire.
The only one I`ll defend are bikes. These are probably the most highly underrated unit in the Codex: CSM. 8-10 bikes can be in your opponents face for assault on turn 2 (thanks to turbo boost). And we need this against Tau and IG; I`ve watch IG and Tau players ignore everything in my army (including flying daemon princes) and just concentrate on shooting turbo-boosted bikes. They still usually survive (if you run them up a flank and not up the middle) and start disrupting your opponent`s firebase right away (this goes back to my #1 strategy for winning in 40K - see appropriate thread). Once a few bikes with meltas and an icon are in your opponent`s deployment area, your options will start opening up.
One has to imagine they will bring bike and raptor costs in line with their loyalist cousins in the next edition of the codex. I think we`ll see both units improve then. Who knows what they will do with Spawn.

I had not really though about the Bikes ... boosting is a very nice deal.. that sounds like a solid unit... especially with Mark of nurgle
