I think we don't actually have the answers to those yet (9th had a "Rare Rules" section + glossary to cover that sort of thing, and Goonhammer seem to be expecting something like that to be released).
The precedents are:
- round up
- sustained hits would not stack, take the best
- Lethal Hits and Sustained hits X would on a critical hit autowounds with the original hit and create X hits that would each have to roll to wound
I would be surprised if any of those changed.

The new rules are so streamlined they didn't even need to print the rules, we can just take precedents from previous editions.
I would tend to agree with these assumptions, but it would have been so easy for GW to spell them out. A quick check of my 30K rulebook (as I don't have anything for 40K that was printed in the last decade) shows both the rounding fractions and overlapping bonuses rules are clearly spelled out.
Next question did Chaos Marines forget that their Rhino had a sunroof, or is it a typo that they don't get Firing Deck like the loyalist version?

Probably not a typo. They don't get contemptors, either. Presumably CSM are too busy worshipping the dark gods to do basic maintenance, so their contemptors all fell apart and the sunroofs are rusted shut

Which is weird because Death Guard rhinos DO have the firing deck rule.

Do similar effects stack in general in 9th? Also I do wonder if -1 damage things will universally have a "minimum 1" rider. Disgustingly Resilient doesn't, but on the other hand for a 2CP effect you can only use once per phase maybe that's ok?
Overall though, I'm digging the way datasheets are working, with everything on one page and all clearly keyworded. The things that will create synergy are nice and clear. (And basically everything in my army having either Lethal Wounds or Anti-Infantry 2+ seems pretty nice on the face of it.) As people are noting online, it's all pretty meaningless without points, but I can't say I'm particularly disappointed in how my army is looking.

Same named effects do not stack, which is annoying if you have multiple Sustained Hits 1, but good if you have Anti-Infantry 2+ and Anti-Infantry 4+ so it doesn't become Anti-Infantry 6+
Every time they've accidentally printed that in the past they've gone back and added the rider, and Bullgryn(?) have it now. They've already fixed the busted Deathwatch strat so it appears they're actually taking advantage of digital rules. Don't let me Hellfire Round out a billion mortals if I buy the physical cards that will enshrine that error forever though

Erk. Yah, the more I read, the more it looks like the rules are being written by different groups of people who could do with a bit more consultation with each other. You'd think they could make some kinda master rules document, maybe even use Google groups or summat, y'know? Maybe a shared Dropbox? It's not bloody rocket science

I have to say, if *GW* releases a thousand datasheets at once and one Rhino sheet missing "Firing Deck: 2" even makes the list of problems we notice, that's a real glass half full moment for me
The main issue is that the bugs will be on the physical index cards. If that's an issue you will want to rely on your printer and wait for the Codex cards if you'd like the pretty cardstock. I will probably buy a bunch of cards and scribble on them where needed.

It's not that serious an issue, especially when compared to the game-breaking DW strat (now thankfully fixed), or having entire units that cannot shoot their weapons at all. #cough#TzeentchDaemons#cough#
Having your flagship product be out of date a week before it launches because you didn't proofread/playtest everything beforehand is excusable if you are a small team working for a tiny company. Less so if you are the global juggernaut that dominates your industry.
