Ugh I didn't even consciously notice the reins. It's this lovely mash-up of weird west and mad max and 40K-as-we-know-it. I also dig the cog design on his hood for a tie-in to warpsmithing / dark mechanicus.
On the rules side, just to make everyone with a land raider redeemer cry, he has an 18" range flamer option instead of the autocannon. (18" S6 AP-2 D2 to be precise. He's not getting charged by infantry any time soon.)

Looks like, while the models in Shadowspear are mono-pose with shoulderpads and such not removable (and an odd mix of close combat and heavy weapons in the squad to boot), there is a fully poseable redesigned CSM kit up for preorder this weekend that's fully compatible with existing CSM and non-primaris marine ranges, so that's OK.

Looks like Vigilus book 2 will have lots and lots of juiciness for Chaos. I particularly like the Purge's stratagem letting them shoot into combat (at the risk of hitting their friends), and the Red Corsairs' straight up "here's a bunch of free command points" rule. Also apparently there are fuller rules for fielding the Fallen, the inclusion of which explains a lot about the shenanigans the Dark Angels were up to in phase 1 of the campaign. I think Vigilus Burning is going to be a must-pick-up for me - the first Vigilus book is really really good, and signs point to more of the same here.
Whether this new stuff is enough to pump CSM up a bit is up in the air, though - their core troops are still "space marines," which are generally seen to be a bit lackluster for their points (although Bolter Discipline helps a bit here). The only big rules rumor I've heard vis a vis Chaos is that cultists will probably be losing the <legion> keyword that they currently semi-inexplicably* have. This is excellent from a fluff perspective, and stops them being arguably a better choice than actual chaos space marines in a chaos space marine list, but doesn't actually make the chaos marines themselves any better.
*I mean, the reason is "so that you can take them in a detachment together with marines and not lose your army rules," but that meaning the cultists get the same bonuses their marine overlords have has always been a bit... well, dumb.
