I'm missing something, I think. Does "fluffy Nurgle army" now mean "Everything needs a Mark of Nurgle"? Plague Marines are the Elites of Nurgles rotting legions.

No, if you don't paint them black, they ain't Black Legion. Just because they're not T5 and haven't forgotten which end of a missile launcher is which doesn't mean they can't be followers of the Plague Lord.
Mind you, I could quite happily play a "fluffy" Space Wolf army using nothing but Codex: Space Marines.

What do you think of using regular space marine models and play them as chaos renegade space marines? I figured it would be cool fluffwise since many chapters go renegade all the time, both old and new.
Not just only the marine models but also vehicles, dreads etc.
Do you have any conversion suggestions to make them look more "renegade"? This may be a question for the modeling section tho..

Its fine. Just make sure to remove/deface any imperial markings such as the Aquila on most of the marine torsos. Painting chaos icons on them would also help. Alternatively you could just mix and match parts from the Chaos marine sprues with regular marines. Bear in mind that there are some big differences between Codex Space Marines and Codex Chaos Space Marines, though if the chapter/army was relatively new to being renegades you could easily use Codex Space Marines. You wouldnt get the cool Chaos stuff (daemons, defilers, possessed vehicles etc) but you could still use all the cool Imperial stuff (sternguard, thunderfire cannons, land speeders etc).

Thanks Prim, another question:
Chaos space marines have close combat weapon bolt pistol and bolter on their original wargear.
Does this mean that I can use them all To get 1 more attack in CC and bolter or do I have to choose one, either bolter or pistol + cc weapon?

you count as having a bolter when youre shooting (or a bolt pistol if you so choose) and as having 2 CC weapons, so you get the extra attack. Its a win-win situation (unless youre the schmuck getting shot at/charged by the chaos marine, of course...)

This started as a rules question didn't??
Here's my two cents:
Clearly being able to make any combo of units that theoretically would be possible COULD allow people to make fluffy armies but you would also see cheese armies of all shapes and flavours.
I personally agree that the current CSM dex fell short of its' potential, but I think that a little extra modeling with any army would turn it into a fluffy army. Once you try to bring rules in line with it too much, you are asking for game breaking whining. Sure, Orks should be numerous and Eldar fast (and whine a lot), but there is a limit to how much free rein gamers should have.
We all know examples of units that are far too cheap or far too expensive, but that's for the mechanics not fluff. It also sounds like MIJ wants a codex that doesn't limit him so much so that he can limit himself. I think we all know how well that works when industries regulate themselves. Not well...
So, to me. For those that want a fluffy army, I'd recommend modeling dudes to be count as or paint them up to fit asthetically.
