Newb question about assembling Space Wolves (Marines)

Forgive the beginner question, but why does the Space Wolf codex only let me give one Sky Claw or Grey Hunter per squad a two-handed gun or a power weapon, yet the sprue gives me no arms without guns and power weapons? What do I use for the off-hand arm of all the guys who only carry a bolt pistol?

The swords with jagged edges aren't power weapons, they are chainswords. Chainswords are just standard close combat weapons. The power weapons look more like regular swords and axes. Silly I know.
Plus, Grey Hunters carry bolt guns in addition to bolt pistols and swords. As I have a mix of Grey Hunters and Blood Claws in my force, I arm all my GHs with bolt guns and all my BCs with pistols and swords.

hah! You want to try dealing with eldar some time.
e.g. all exarchs (squad sergeants) have 3 possible weapon options, but only come with 2.
storm guardians come armed with CC weapons and shuripistols, with 2 meltaguns or flamers, but the sprue comes with 8 shuriken catapult wielding arms ONLY. No weapon options at all here. Just 8 pairs of arms holding a shuriken catapult. Dats it. You get 10 bodies, 10 pairs of legs, 16 shurikat pair arms, and point/gesturing arms for the hoverplatform dudes (and their hoverplatform). Oh, and some wee runic dangly things that hardly anybody puts on cos it just adds painting time and they have no in-game value. Weapon options! hah, dont talk to me about weapon options...grumblegrumblegrumbledamnedimperialsdontknowhowluckytheyaregrumblegrumblegrumble...
ps
pps this:

is how GW often operate. You get some weapons for squad A in the box for squad B. Dark eldar have the same issue with kabalites/wyches/scourges and raiders/venoms
e.g. kabalite trueborn have a ton of weapon options, but mostly it boils down to 2 splinter cannon and 3 shardcarbines in a squad of 5 trueborn. The kabalite box contains 1 splinter cannon and no shardcarbines at all. You'll find those in a box of scourges. Like Prim, I happen to have a box of pretty much every DE unit, so I've mixed and matched relentlessly, but still, I reckon it's a rather underhanded tactic to encourage gamers to buy multiple boxes of minis just for weapon options.

Therein lies my confusion! Thanks!
MIJ: I know what you mean. I'd like to have five missile launchers for my Long Fangs, but that would mean getting five packs of Devastator squads!

Or asking yours truly nicely if he would do a swap for some of the other devastator weapons.
#edit# Just checked my bits box. I have 3 spare missile launchers.
@M_i_J - In this case, GW aren't mucking about with the weapons on the sprue. I think you get enough standard weapons to make a full squad of Blood Claws or Grey Hunters on the same frame. (Since the only difference in the units is what colour you paint the shoulder pads).

Well, that and the fact Blood Claws can't have bolters.
Dave, here you go:

... and the fact that Blood Claws can't have bolters.
AGP doesn't half make it difficult to exaggerate. I'm beginning to think he has "Preferred Enemy : Figure of Speech" as a special rule.

I think I will take those off your hands if possible. Do you have the associated backpacks as well?
In fairness to GW, the Space Wolf sprues come with an impressive number of weapons and heads, enough to convert several squads of vanilla marines to Wolves.
