Ooh, is someone organising a 40K tournament? Awesome.
Whilst special characters can be good, most powergaming lists come from spamming cheap, well armed transports with very well armed troops in them.

My gripe with special characters isn't that they are power gaming, some of them are not. But that they are mandatory to get special abilities or organization changes and sometimes their point costing makes them so much better than a regular HQ (Kulgath and a Great Unlcean One come to mind). So instead of making them special, they become the regular pieces of the game.
It's easy to die in the swamp. What's hard is to staying dead.

Defo shouldn't ban special chars. They're critical to certain builds (eg if you want to play hellions as troops in your dark eldar army, you have to take sathonyx to do so. Likewise a lot of SM chapters need em for flavoursome builds.)
I agree with Justin though that you shouldn't need to take a special char to customise your list. It's just clumsy rules writing on the part of GW.
