Are you basing this on points? damage output? number of shots? strength? Ap?

Point for point, Long Fangs with heavy bolters will out shoot Lootas. Lootas have a better range, but for 115 points you get 5 Long Fangs with HBs and a Pack Leader. For 120 points you get 8 lootas.
5 Long Fangs will get you 10 hits at 36 inches, which works out as 6.666 AP4 wounds on a T4 model.
8 Lootas will get you an average of 5.333 hits at 48 inches, which works out as 4.444 AP4 wounds on a T4 model.
If you give the Long Fangs Missile Launchers, they are more versatile, better vs hordes and better tank hunters with the ability to split their fire.

You also seem to have missed out the 50 man guard squad packing 5 plasma guns, 5 plasma pistols, 5 lascannons and 30 triple firing lasrifles. Thats shooty.

Edit - Also missed 20 man Dark Eldar warrior squads with 2 dirt cheap dark lances and 2 12 inch S8 AP2 pistols coming in at a meagre 190 points.

Don't like my list make your own... I will have a go on it... the looters are better than the heavy bolters ST7 cracks AV12 and S5 ..... but that is just me.. AV12 is a major difficulty plus you get more gunz in a loota unit so there is more potential for them

How about Noise marines?

Pros
Basic Sonic Weapons can be fired as Heavy3 or Assault2.
They are fearless.
They will hit almost everyone first in C/C if you charge them.
They are troops
Weapons are Pinning

Cons
Bloody Expensive

Not worth it IMHO unless fighting an army with lots of high toughness models.

How about a proper Dire Avenger crew with Farseer simultaneously Dooming and Guiding?

You mean "blade drizzle"... Dire Avengers... Really those are the worst unit in the Eldar Codex... I have seen them kill nothing with "blade drizzle" the most anti climatic unit I have ever played against... in all cases they have done nothing to my units... I would put them in the top 30 right next to Tau Stealth suites... looks good on paper but does not kill as much as you would like it to... ever... If you think that is a form of Eldar WMD then I want you to prove it... shoot at my 30 man boyz mob over half in cover... and wow you killed like 5 guys nicely done the rest of my boyz rush over put the Die in Dire Avengers...

Love this unit TBH it may have over looked it... there are a lot of Chaos units that can make an argument to be in the top ten... but for me at the end of the day... they are Purple Hermaphrodites... yuck...

That's the best case scenario for your boys.
Imagine if you didnt have cover and both Doom and Guide were in effect. That same "drizzle" kills 21 of your boyz.
The same situation will lead to 7 dead marines as well, in fact, it doesnt matter if the marines are in cover or not.

And you placed firewarriors on the list. Against boyz in cover, without marker lights, they kill 4 boyz. Assuming the boyz are out of cover and the tau have enough marker lights to pump up their BS, they kill 13 boyz or 4 marines. I'm not really seeing why you rate them higher? The ability for the Avengers to take Defend, power weapons and strike faster (higher I) and with a better WS seems to push them up the rankings past fire warriors.
