Orbital Bombardement

Hey,
I was looking around on the net about OB and found an interesting video on youtube.

The topic of debate is.. Can skills like OB be used when the unit is in reserve?
What do you think?

One for Prim, I think.
My gut instinct would be "no", as nobody else gets to affect the game unless theyre on the table. (eldar psykers, for example, cannot cast their powers if theyre in reserve, as they must be used at the start of the turn. As the model is not on the table at the start of the turn, the psyks cannot be used.)
That said, Im sure prim was taking advantage of some IG dude to affect the reserve rolls today while the model was in reserve. Maybe there's a paragraph in the rulebook somewhere that says "no model may affect the game while off the table except imperial models, as rules dont apply to them if you dont want them to"

That Imperial Guy referenced says his ability may be used "whilst the model is alive." The whole purpose of the unit is to modify when and how reserves enter the table.
Anyway, I digress.
A quick look at the marine codex tells us that using the Orbital strike is the same as firing a weapon. Since you cant shoot a weapon if you aren't on the battlefield, it can NOT be used until the character arrives.
