no it not a fandex in that they did not change any thing that I can see... it is just a compilation of all the WD and FW stuff put on a PDF with the the old Dex and a bit more fluff and pictures... I would like to know it this will be a legal dex at Nagoya hammer.. for the tournament.

@Admiral - How the bloody hell is anyone supposed to know what to look at from your post? From the title it could be anything, minis, conversions, fan art, codex, ANYTHING. I want to find a door into your head like in that movie Being John Malkovich just to see what actually goes on in there, if anything.

Of course not.
In the tournament, even FW isn't allowed. Fan-dexes certainly wont make the cut, even if they are based on old (old old old) White Dwarf articles. Just looking through the fan-dex quickly I found several changes to the original. If you want to use the fan-dex against me in a 1 on 1 game sometime, then you know I am cool with that, but for the events it is published material all the way since everyone should be aware of it and have an idea of what it can do (theoretically). Introducing fan-dexes is just a way to make things more complicated and whilst everyone can download and read them, most people never will.

how about the old version have it on PDF I can guess that that will be cut... I can for the life of me see what would be wrong with using these as they are sure to get manhandled in any competitive game.. . will they be allowed at the 500 point level?

In the 500 point game, the old pdf is fine, though I would like you to have a printed copy that people can pick up and read if they want to (its only 8 pages or so). However this was written for 3rd ed and contains reference to rules from the now long OOP Codex Catachans.
Bearing in mind that the 500 point games and the tournament are happening at the same time, so if you used Kroot Mercs you couldnt enter the tourney.
