I went with "within reason". If you want to model an Ork Warboss as big as a Killer Kan, it's not a problem. It's fluffy and could look cool.
I would even be cool with an army of midget space marines (squats in power armour). As long as it is done for fluffy reasons and not to gain a tactical advantage, I don't care. The reason rather than the resulting effect on the game is more important to me.

I started my Grot IG army a while back... I wonder if people will have issues with that...

I would have no problem with it. But I don't see why you wouldn't just use the Ork Codex. It would be easy enough to make Grot versions of everything in the codex.

Everyone is still waiting to see it. The only issue I have is whether or not they'll match the IG codex when you finally roll them out in 7 years time.

all depends on what "within reason" means. I'm also very much in the same camp as Spev when it comes to the reason behind the proxying. Art/style = ok. tact advantage=not fine.
