I want to ask about using rules for special characters.

I am using the space marine codex and there are lots of character options in there.
If I would for example like to take and use the rules of Darnath Lysander and apply them for my chapter master, If my chapter master model has all the equipment modeled for that characters rules (storm shield, hammer, terminator armour), is this ok to do?

Would I be allowed to do that in a tournament?

This is also interesting if I ever decide to field a certain special character in my army, Even though it might be ok rulewise, I don't like to use the miniatures of the originial characters and put them in my army, it would not feel right fictionwise to have one marneus calgar model and vulkan model mixed in my grim wolves chapter but since i am using the space marine codex I feel I should have the right to be able to field all the options in it.

So I guess this goes back to my original question;

If I wanted to use a certain special character for my army, can I create a new character and miniature myself and just apply the original special character rules to them? What are the restrictions and limitations to this rule wise? How does this go with competitive tournaments?

Yes, you can use any characters from Codex Space Marines (and Imperial Armour 8, 9 and 10 if its not a tournament) freely.
The only restrictions are:
The wargear must be represented on the model in some way. This rule is often referred to as WYSIWYG or "What you see is what you get." Your opponent should be able to look at your model and know what equipment it has. You can get away with not modelling things like grenades and pistols, but special weapons (power fists, lightning claws, plasma guns etc) should all be visible somewhere.

So you could theoretically have the Grim Wolves looking like this:
Chapter Master - Calgar (or Kantor)
1st Company Captain - Lysander
2nd Company Captain - Sicarius
3rd Company Captain - Shrike
etc etc.
Painted Minis in 2014: 510, in 2015: 300, in 2016 :369, in 2019: 417, in 2020: 450

So you mean the Imperial armour 8, 9, and 10 as not legal for tournaments or do you mean that everything is illegal for tournaments?

I would like to use the rules of Darnath for my chapter master, is this cool in a tournament?

Imperial Armour books are fine for most games, but tournaments generally disallow them. Imperial Armour 8 contains the rules for a Scout Company Captain from the Ravenguard, whilst Imperial Armour 9 and 10 contain a load of new characters for a whole range of chapters.
Using the rules for Darnath are fine so long as your model has a Thunder Hammer, Storm Shield and Terminator armour. Just make it clear to your opponent that you are using the Lysander rules.
