Of course! This is GW, after all. Never forget that they are primarily a minatures company that happens to produce rules to play games with their minis, and not a games company that happens to produce minis to use with their games.

WFB8 is indeed apparently going back to percentages. It's something like up to 25% Lords, up to 25% Heroes, at least 25% Core, etc., with limits on how many duplicate entries you can get from the Special and Rare sections.

Everyone keeps saying that unit sizes will get bigger. Where are these extra models coming from? You still only have the same number of points. So rather than having 2 medium sized units people are going to use one big one? Ok. The only way to consistently increase the number of models on the table is to reduce points costs.
Painted Minis in 2014: 510, in 2015: 300, in 2016 :369, in 2019: 417, in 2020: 450

Maybe - but if a big block of regular infantry is now on more-equal footing with a small block of elites, people might choose to field proportionately more units of lower-cost models, which could bring overall model counts up.

(Of course, as always in WFB discussions, I'm probably just talking out my butt, not yet having played a game.)

There's also been a lot of discussion that the regular game size cap is going to 3,000 which makes fielding the larger units much easier.
It's easy to die in the swamp. What's hard is to staying dead.

But if a HUGE block of infantry is now the equal to a small unit of elites, which one would you rather buy and paint? ;)

Well of course the model count will go up if the game size increases :roll:
