How about we can start a thread that keeps track of our rules issues and question, and then is edited to the agreed ruling dispute? Kind of like our Nagoyahammer errata?

I like the pay the ref idea 100 yen for each question. You would not have as many questions and each question that does come up you get paid for it. Ten questions gets you 1000 yen and that is really not bad money.
