Sorry, thought of another quirky point. What if a scoring unit is fleeing and they happen to end their movement on an objective? Can they paint it?

Good question.
No, fleeing units have other things on their mind than fiddling with objectives.

In this case we do not have to play the mission just kill the other guys army to the man not really what I want to do but ok.
