It's both. They have a separate set of rules for skirmish called Showdown. You can DL it for free from their website.

Sadly, as with all of Ainsty's stuff, the shipping is a bit high. The small ship costs an extra 12 quid to send it .

You generally need between 7 and 9 models for a starting crew.
Those guys would be fine as navy, privateers or pirates really.
