It's both. They have a separate set of rules for skirmish called Showdown. You can DL it for free from their website.

However did you come across that little ditty? :D Quite catchy, but why do I keep thinking of a Russian Kalinka dance????

Nice ships!

I would like to give this game a shot, this has probably been asked before but can you tell me how many models and what else I need to get started.
I have got these guys so far to form my main crew

You generally need between 7 and 9 models for a starting crew.
Those guys would be fine as navy, privateers or pirates really.
