If you are unable to find a partner then yes, you can use a 2000 point list, but if there are two people without partners on the day then you will be paired up if possible.
Painted Minis in 2014: 510, in 2015: 300, in 2016 :369, in 2019: 417, in 2020: 450

I didn't see an actual posted list of the teams. Anyway, I'll cross my fingers for someone to show up or just go at it with a 2000 point army.

That's because there are NO teams listed yet.
You're probably better off PMing people you want to team with or waiting a bit, we're still a couple of months out. The odds are you will wind up with a random partner if you can't find one for yourself.

What is a FOC? And as stated as one allied attachment, does this mean one unit or one ally as per the 6th edition rules; that if you take allies, you must take one hq, one troop, etc?

FOC = Force Organization Chart i.e. the list of how many troops, elites etc you can take.
And yes, the allied detachment follows the rules for allied detachments from the main rulebook.

Incidentally, @PV - it's worth shooting off a few PMs to folks you think might be interested in partnering up. Reason being, it's quite hard to build a take-all-comers list at 1000pts, and then trust to luck that it'll mesh well with whatever partner you end up with, but if you can sort it out in advance, you can each play to the other's strengths in your list-build. (Eg you take the shooty stuff, I'll take the fighty stuff, etc)

Did exactly that and trying to get a game in as well to see the strengths and weaknesses of said force, if it does indeed make iT to nagoyahammer.

Just need two things cleared up that came up this past weekend. If you are taking something from the imperial armor books, what do they fall under in the FOC? Are we assuming something tank like falls under heavy support and flyers under fast attack?

Secondly, for allies in the 2000 point list, one detachment means only one unit can be chosen or only one ally with its FOC since it said only one FOC is used.

I'm sure prim will be along to advise in a mo, but as I recall the IA books specify what FOC slot units occupy. For example speaking personally I know for a fact that a unit of Shadow Spectres are FA, Wasps are troops for corsairs and either FA or HS for craftworlders (canny mind which just now) and a hornet squadron is one FA slot. It defo should say in their IA entry what slot they take up and how many are in a unit and whatnot.

With regards to allied detachments, surely an allied detachment is as described in the 40k rulebook? Minimum 1HQ and 1troop, maximum of 1 of anything else.
