Game A sounds a bit like 40k 5th edition (I think) in that it is more competi-centric. Where as game B sounds like 40k 7th ed. With unbound lists. Sorry, i only have 40k as a reference point.
Game B, provided the players conduct themselves like gentlemen, would be ideal. One caveat though would be the fluff. Its got to be good fluff.

I picked up a set of rules called Victory Decision.
They are sci fi, and allow you to create a pretty decent amount of stuff.
Not had a chance to play them yet, but I'm keen to.
