they've very much backed themselves into a corner with the size of models now. With the "iconic characters" they need to either make them genuinely large beings (like Guilliman, a greater daemon or a bignid) or have a regular sized dude in some kind of power armour (shadowsun, Ghaz). Everybody else (phoenix lords, most marine leaders, most everything, really) has to be a comparatively teeny tiny dude. How do they make them look un-puny? Stick em on a rock, or otherwise build up their height somehow. Tis entirely their own fault. *shrug*
Base sizes dont bother me at all. I'm glad theyre not ruled upon overmuch, as I'm quite keen on making fairly fancy base decoration and it gives me the freedom to have bits sticking out the sides, or even use a technically oversize base if I need to for arty purposes.

I want to stick Ragnar's rubble on top of something else (Hero base maybe?) and make it even more ridiculous.

Sure, that's fine with me. I'm not in any rush so I could take the Ork half off your hands whenevers convenient for you. Also that reminds me that I need to go to Plamojuku to try out Warcry sometime. Triple-stringed bows are pure Warhammer dumb coolness so I forgive them.
Floaty mage is cool, I'm going to need to get some of those knights, and the Underworlds Daughters of Khaine are a fantastic capstone to a lot of great models this season. The leapy whippy masky one is an especially good model. The Eschers are likewise cool (the purple ones are apparently zombies or something? and bows, while silly on the face of it, actually fit with the Necromunda setting really well when you think about it) and their cats are... not.

The only thing I got out of that was that I'm getting a Knight Household.
Also Fabulous Billy. Too bad its probably going to be only him and not a proper Emperor's Children release given how that's how PA has been going so far.

You may have noticed a new base size in the Warhammer 40,000 range of late. Howling Banshees, Incubi, and Sisters Repentia are mounted on a new base, between the 25mm base and the 32mm. This kit allows you to rebase your older models if you’d like to bring them into line, or just keep some extras to build up your own custom scenic bases.

I sort of see the reasoning, they're all melee models (so they fall into one of the base size matters categories), and they have a fair bit of presence without being fully power armoured, so they are kind of awkwardly caught between 25 and 32.
But I'm trying to use scultped bases for my Sisters because I'm too lazy to base well, so Repentia are going to be a real problem for me

I wanted a quiet week from GW after a massive Sisters blowout followed by Space Wolves back to back, but if they're like "Just one Zoat?" I guess I can swing that.
Further on 28mm the Repentia have two Eviscerator options *each* so they're hanging giant chainswords off their base at all angles. Anyone who has put together the Hormagaunts can guess why that might be bad on 25
