The Heresy releases continue apace.
https://www.warhammer-community.com/202 ... to-action/
The Sicaran battle tank is on its way. There is no mention of anything except the autocannon mount for the turret, so I suspect the variants might be FW upgrades. Still, more plastic toys are always welcome, and the base kit looks amazing.

Army Building
I can honestly say that I have no idea about army composition in 9th ed., so I am not sure how much crossover there will be between list building in 30K and 40K. I suspect they are quite different though.
All the rumours and leaks point to 30K having retained the Force Organization Chart of 7th ed. with a few tweaks. An army is built around 1 HQ and 2 Troop choices as a minimum. You can then add 2 more HQs, 4 more Troops, 4 Elites, 3 Fast Attack and 3 Heavy Support choices. Fortifications, Lords of War and Primarchs are all available in bigger games too. Certain units (usually transports and bodyguards) don't take up a space on the chart.
As long as you have the correct HQ choice, you can access what are called Rites of War. These allow you to move specific units around the FOC a bit, but with restrictions. RoW come in two flavours, Unaligned, which can be used by every legion, and Legion specific, which are limited to that Legion alone.
For example, you could choose the Recon Company Rite which lets you take scouts and recon marines in place of tactical squads for your compulsory Troops, it also lets you take Seekers (snipers basically) as a non-compulsory Troops choice. In addition, you may re-roll to seize the initiative for first turn. As a cost you can't take any fortifications, and your heavy units can't be deployed, they have to go into reserve.
There are rites to let you build lists based around bikes, terminators, tanks, dreadnoughts and a whole bunch more. The legion specific rites usually focus on one of the legion's signature units as the core for the army.
As all legions have access to the same core list, you can build some interesting options. A World Eaters list based around heavy tanks, a Death Guard list based around jetbikes and fast movers, there are a lot of choices available.

War-Com has previewed the White Scars legion.
https://www.warhammer-community.com/202 ... -the-wind/
Rather than showing off their Legion's special rule, they have instead given us a look at a Rite of War.
Chogorian Brotherhood changes how bikes and jetbikes work in the Force Organization Chart. Both bikes and jetbikes are usually in the Fast Attack category, but the rite lets you take them as Troops and Elites as well. Should you decide to take infantry, they get the Outflank rule, allowing them to enter play from the side edges of the board mid-game.

Fingers crossed we get plastic jetbikes sometime soon.

The heresy hype continues this week with a look at the Space Wolves.
https://www.warhammer-community.com/202 ... -they-are/
Known for their rapid and overwhelming shock assaults, the Space Wolves special rule 'Bestial Savagery' rewards you for playing aggressively. Normally, a unit may move then either run, shoot or assault. (Depending on weapons you may be able to shoot and assault in the same turn). For the Space Wolves, they get to do all of the above, running forward, shooting wildly and then pouncing on their foes to murder them up close and personal.

I like that! I wonder how many of my models I can actually use in HH.

Most first-born models should be useable. HH wolves don't get access to all the 40K toys (no Thunderwolves for example), but the signature unit for the legion, Grey Stalkers are an incredibly flexible troops choice able to use just about any combination of wargear except heavy weapons.
Units of 40K style dreadnoughts were a thing in 1st edition, (They are missing from the leaked playtest rules, but hopefully that is an oversight), so those should give your army a solid bunch of hard hitting elites.
Terminators, long fangs, wolf scouts and blood claws should all be able to find a place in your army. If push comes to shove, I have a few 30K VIth Legion models you can borrow.

The Imperial Fists are the next legion being previewed, and they are bringing a lot of dakka.
https://www.warhammer-community.com/202 ... ial-fists/
Their 'Discipline and Resolve' rule gives them a +1 bonus on all attacks with bolter and auto weaponry. Needless to say, they won't be missing very often.
Should any enemy forces manage to close the gap, the Fists' unique reaction, 'The Best Defence' lets them launch a charge in the enemy's movement phase.

The terribly misunderstood (or maybe not, thinking about it) Night Lords are the next legion to be previewed.
https://www.warhammer-community.com/202 ... halloween/
A Talent For Murder is their unique legion rule. Whenever they attack an enemy that is falling back, pinned, or that they outnumber, the Night Lords get +1 to their wound/armour penetration rolls. It's not really sporting to gang up on your opponent, but the Night Lords aren't really known for fighting fair.

From a legion with a thing for spilling blood to one with a thing for drinking it. The IX Legion Blood Angels.
https://www.warhammer-community.com/202 ... od-angels/
As a legion known for their ferocity in battle, it should come as no surprise that the Angels' special rule is melee oriented. Encarmine Fury gives the Blood Angels +1 to their rolls to wound on any turn in which they charge. Definitely a plus in a legion focused heavily on jump pack equipped troops.

Fingers crossed GW start selling plastic assault marines sooner rather than later.

We've reached the halfway point with the legions now, as the Iron Tenth gets their turn in the spotlight.
https://www.warhammer-community.com/202 ... -as-nails/
Though their legionaries are fond of saying "The flesh is weak," they are anything but. The Iron Hands benefit from the special rule 'The Medusa's Scales.' The strength of every shooting attack made against them is reduced by one. This may not matter against big guns like lascannons, but it means enemy troops are going to have a hard time if they are relying on bolters.

Guerrilla Miniature Games has a review of the Horus Heresy Rules on Youtube.

https://youtu.be/Zn18EFRbYt0

And the World Eaters are up on WarCom.
https://www.warhammer-community.com/202 ... es-around/
No fancy rules for these guys. Violence Incarnate, the legion special rule, gives them +1 attack when they successfully charge. Their unique reaction, The Savage Tide, lets them charge a unit that shoots at them. And to top things off, the entire army may upgrade any chainswords to chainaxes for free.
