Where to start?
Number the position on the girl is vey unnatural. Completely off putting the face is ugly she looks freeky. I have nothing against steam punk but these just look strange.

I don't mind people re-inventing Holmes (I liked Neil Gaiman's A Study in Emerald and the recent BBC series; even Sherlock Holmes in the 25th century has an appeal), but I don't see the point of making him an evil criminal genius in this setting. Apart from anything else, why not just do a steampunk James Moriarty if that's what you want? Seems rather redundant, that's all.
As for the sculpting, the lass has a rather weird expressionless stare, and I'm not sure why Holmes is shoegazing.
It's rather like some of the paintjobs that get the high scores on CMoN; technically the skill is there, but the actual design flair is missing.

So far as I can tell, the whole setting is an inverted victoriana. Thus, Holmes ad Watson are bad, Jekyll is good, and when he comes along (as he no doubt will) moriarty will be the great shining light of hope. (or so I imagine).
Honestly, while its not New Crobuzon, it's reasonably original, and I see no reason to fault it simply on the basis of its mucking about with existing tropes.

I see what he's done; I just don't see the point, that's all. There's nothing Jekyll-y about that female miniature, so why use the name?

I suspect the thought process went in the opposite direction - less "here's a mini - what shall I call it?" more "I want to make the opposite of dr. Jekyll. Hmmm - he's an evil madman. Lets make a good, sensible woman." Besides, if nothing else the name Jekyll is very evocative of the kind of era he's trying to evoke. Why not use it?
