Not sure there ever was any essential difference in tone. Maybe there is from the fiction (never read any, so I can't say) The old Adeptus Titanticus and earlier versions of Epic were set during the Horus Heresy

and I don't see much difference in style. "Warhammer 30K" could have been an interesting departure in style and theme, but I don't see that anyone gave it any thought. I mean from a business point, why?
I do remember thinking as Warzone was going down the tubes that it would be cool if GW would buy them out and use the figures and images for a 30K. The forces of the "New Man" (Emperor) struggling against the traditional corporate/nation-state/religious conglomerates for the control of Mankind's future. Set at a time before the whole Space Marine soap-opera gets started. But again, even if the thought of trying something different crossed anyone's mind, why bother?
Sort of fun to speculate about though.
