Arhra is mentioned in all eldar codecii back to 2nd ed. He also (briefly) appears in a flashback sequence in Path of the Warrior. He's mentioned in the incubi fluff, too. He's cool I really, really, really want to do a conversion of him, but lack the skill required to do it justice.

I agree that Cypher could be a goer. Erebus, maybe, but personally I think he's a boring one-dimensional git. Sly Marbo I dont actually know any fluff for, other than him being a rambo rip off.

-1 to grimaldus for being not only obscure but also for being a black templar - a chapter so dull they haven't had a codex since 3rd ed.

+1 to vect for being the only special character who not only rose from obscurity (a lowly slave) but is the only playable character who rules an entire species. Chapter master? 1000troops? Pah! Vect is the undisputed leader of every dark eldar in existence. And there are a lot of dark eldar, lemme tell ya.
