It's 28mm, from Mongoose Publishing. Out of Print for years, sadly. They also did Earthforce troops, Minbari Warrior Caste, Narn warriors and Centauri royal guard.

Huh, I didn't realize they'd made any 28mm minis for B5. I played the heck out of the fun but unbalanced mess that was their B5 starship combat game back in the day.
